Indian-resident applicants for a Schengen visa to Portugal — tourism, family visits, business travel, conference and cultural visits — file through the Portugal Visa Application Centres operated by VFS Global. Decisioning happens at the Embassy of Portugal at No. 4 Panchsheel Marg in the Chanakyapuri diplomatic enclave. The Embassy's jurisdiction covers India outside the western Indian states served by the Consulate General in Goa (Maharashtra, Daman, Diu, Dadra and Nagar Haveli all route through Goa). The Embassy is also one of Portugal's regional accreditation hubs in South Asia — covering Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka. The Embassy houses the chancery, the consular section for Portuguese nationals across the region, and the visa section handling both Schengen short-stay visas (Type C) and Portuguese national long-stay visas (Type D) under Portugal's residence-and-work permit frameworks. The visa section is one of the busier Portuguese consular operations in Asia, given the substantial Indian student and skilled-worker flow into Portugal via the Portuguese-Indian university partnerships and the broader Portuguese D7 passive-income visa, D8 digital nomad and D2 entrepreneur pathways that have attracted significant Indian interest. Bilateral context: Portugal-India relations have a unique historical depth shaped by the 451-year Portuguese presence in Goa, Daman, Diu and Dadra-Nagar-Haveli (1510–1961), which produced a substantial Indo-Portuguese cultural, linguistic, legal and religious heritage. Modern Portugal-India relations are anchored on this historical foundation plus contemporary commercial cooperation: TAP Air Portugal's Lisbon-Mumbai service (subject to scheduling), the substantial growth in Goan and broader Indian migration to Portugal (Portugal's residence-by-investment Golden Visa programme until recent changes, and the D7/D8/D2 visa categories have attracted significant Indian interest), Portuguese-language teaching expansion in India (particularly through the Camões Institute network), and the Indo-Portuguese commercial cooperation across infrastructure, renewable energy and IT-services. The Indian-origin community in Portugal numbers around 50,000 to 70,000 — concentrated in Lisbon, Porto and the smaller cities, with substantial growth in the past decade.

The Consular Section serves the Portuguese national community in India and the accredited region — Bangladesh, Bhutan, Maldives, Nepal and Sri Lanka. The full Portuguese consular pipeline runs from New Delhi: passport renewal and biometric Portuguese passport issuance, Portuguese Citizen Card (Cartão de Cidadão), civil-status notification to the Portuguese Civil Registry of births and marriages abroad, voter registration for Portuguese parliamentary, presidential, European Parliament and local elections, notarial certifications, apostille issuance for Portuguese documents to be used in India, and emergency consular assistance for Portuguese nationals. A distinctive aspect of the Portuguese consular operation in India is the substantial workload from Indian-origin Portuguese citizens-by-descent — particularly Goans whose ancestors held Portuguese citizenship before the 1961 Indian incorporation of Goa, and whose descendants retain rights to Portuguese citizenship under Portuguese nationality law. This pipeline is principally operated from the Consulate General in Goa, but the Embassy in New Delhi handles cases from the broader Indian catchment outside the western Indian states.

Indian outbound FDI into Portugal has grown substantially since the mid-2010s, driven by the Indian-Portuguese tech and IT-services flow, the Portuguese D7/D8/D2 visa categories that have attracted Indian entrepreneurs and digital workers, and the broader Indian residential investment in Portugal. The Embassy supports both directional investment flows.

Cultural and educational programming runs through the Embassy Cultural Section, the Camões Institute (Instituto Camões) network promoting Portuguese language and culture in India, the substantial Indo-Portuguese academic-research partnerships, and the substantial flow of Indian students to Portuguese universities. The University of Lisbon, the University of Porto, NOVA University Lisbon, and the Catholic University of Portugal draw substantial Indian cohorts. The Embassy hosts the Portuguese National Day reception on 10 June (Dia de Portugal, de Camões e das Comunidades Portuguesas) and supports Portuguese cultural programming at Indian venues — a deeply substantive cultural exchange given the Indo-Portuguese historical foundation.
